Close locale route and freshness gaps - #29

Summary

• preserve zh-CN pair coverage across localized-file deletions and source renames
• add regression tests for rejected one-sided changes and accepted paired renames
• reject malformed non-hex acknowledgement hashes
• keep the zh-CN documentation index inside localized routine-deposit and security routes
• protect operational README, acquisition, index, and quickstart literals
• refresh the translation-surface inventory and distinguish active Registry Contract references from the historical pre-v1 audit
